Phyllis B Frank

Phyllis B.Frank is a long-standing Rockland County feminist leader, known nationally for her pioneering work in the battered women’s movement and in perspectives and programs to address domestic violence offenders.  Phyllis co-founded Rockland Family Shelter in 1979 (today the Center for Safety & Change), the NYS Coalition Against Domestic Violence, and the development of the NOMAS Model for Batterer Programs. She is a sought after speaker, trainer, and consultant and currently serves as Chief Program Officer at the Center for Safety & Change in New City, NY.
